Roings rubbish

I'm busy running SPYBOT on my computer. It is a bit slow the past couple of days...must say since I'm back from holiday! And....now the big question: Why, if I have Norton Internet Security installed on my PC, do I get rubbish like Roings installed on my pc? Why did Norton not block it in the first place....I've bought it and installed it to do its job...! and Roings isn't the only....there are a couple more of them...all similar! Can someone then advise me what to get if Norton isn't doing its job! I'm now really disappointed in Norton!
